Bikara is the leader of the Juuniratei. He is Shiva's right-hand-man. He
is always cool and calm, no matter what the circumstances. He never uses a
Shakti in the series, so I'm not sure he has one.
He has several techniques. The most powerful involves merging with Shiva's
palace.
